Multiworks was engaged to deliver a multi-site perimeter security upgrade program across key operational Defence facilities in Victoria. The project, spanning coastal, suburban, and regional locations, involved demolition, replacement, and installation of high-security fencing systems to meet evolving access control and boundary compliance requirements.

Project Description

Works were delivered across four sites: HMAS Cerberus, RAAF Williams Laverton, RAAF Williams Point Cook, and the Ringwood East Depot. Each site presented unique challenges, ranging from live base operations and heritage overlays to fluctuating ground conditions and coastal exposure.

At HMAS Cerberus, Multiworks replaced legacy fencing with a new 3-metre high black chainmesh perimeter system, including dual horizontal support rails and four strands of barbed wire. All work was carried out using non-destructive digging methods to preserve existing services and required careful sequencing to maintain boundary integrity throughout construction.

At RAAF Williams Laverton, a combination of timber paling and Type 2 mesh fencing was installed, including new vehicle gates and vegetation clearing. Temporary fencing was staged to maintain security during construction, with Defence-approved signage installed every 30 metres along the boundary.

At the coastal RAAF Point Cook base, fence rectification works were delivered along the south-west and north-east shoreline. Multiworks upgraded the existing mesh to heavy-duty WELD mesh, with new concrete footings designed to withstand tidal conditions. Select sections extended out to the low tide line, requiring marine-sensitive installation techniques and precise coordination around environmental constraints.

Ringwood East Depot works involved fencing installation around sensitive facilities within a compact operational setting, with close coordination required between site managers, Defence stakeholders, and other contractors under shared CMPs.

Scope highlights:

  • Installation of high-spec perimeter fencing across four Defence sites
  • Over 2,000 metres of fencing including WELD mesh, chainmesh, and timber paling
  • Coastal interface fencing with marine-grade concrete footings
  • Barbed wire outriggers, cold-gal treated cuts, and compliant signage
  • Environmental and Indigenous heritage management
  • Works staged to preserve base security and operational continuity

This program reflects Multiworks’ growing capability in delivering secure, compliant and low-disruption infrastructure solutions across active Defence sites, including coastal and high-security environments.
